REACH Chemical Consultants - EU and UK REACH Support

Reachsupport.co.uk  is run by Jeff Kelsey of Chemsage Ltd (CSL - Registered address: The Old Bakery, Blackborough Road, Reigate, RH2 7BU, United Kingdom) and Phil Davison of Davison Consultants Ltd (DCL - Registered address: Locke Cottage, Hook Road, North Warnborough, Hook, RG29 1EU, United Kingdom). CSL and DCL are the technical service providers to the Ethanol REACH Association. Both CSL and DCL work with a network of other consultants and service providers to be able to tailor support and technical expertise according to the needs of clients.  We are increasingly providing support to UK companies of all sizes who now find themselves in potentially in scope of UK REACH and who need advice on how to proceed.

Jeff Kelsey

Jeff Kelsey started CSL in 2006 after a career with BP working in Research and Development, Technical Services and Product Stewardship/Toxicology. He has over 40 years chemicals sector experience, including 15 years in BP Chemicals’ solvents and derivatives businesses and a long standing involvement with the surface coatings sector.

In the latter part of his career with BP, he worked in Regulatory Toxicology and compliance on substance notification and risk assessment of existing chemicals, authoring of MSDSs and dossier preparation for the OECD High Production Volume chemicals programme, including ethanol. He was extensively involved in BP’s early preparations for REACH including site auditing and developing management systems. CSL continues to assist a number of clients in all aspects of their compliance with EU and UK REACH, including dossier preparation and submission as well as exposure and risk assessment.

Qualifications: MSc (distinction) - Applied Toxicology. BSc (1st class) – Applied Chemistry. Chartered Scientist. Fellow of the Royal Society of Chemistry, Fellow in the Technology of Surface Coatings, Member of the British Toxicology Society.

Phil Davison

Phil Davison was employed by BP for 30 years, working on external affairs, advocacy, and HSE issues management, including several years dealing with ethanol trade issues and biofuels. He is a chemist by background, and has managed a large customer technical support operation for BP’s chemicals businesses. He has been involved in advocacy on a number of substance classification issues, for example for ethanol in a number of EU member states.

He started DCL in 2006, and has supported  chemical industry clients on a range of issues, including acting as project manager for the REACH registration of ethanol on behalf of the Ethanol REACH Association, and running several SIEFs for lead registrant clients.

He has participated in groups dealing with REACH at Cefic and UK CIA level, particularly concerning the legal and competition issues surrounding consortia formation and sharing of information.

He has worked extensively with downstream user industries and their trade associations, For example, he chaired ESVOC for 8 years (a cross-industry group of 30 producers and end user trade associations in the solvents industry) and represented the combined industry in discussions with the European Commission. He chaired AFTA (Association for Fair Trade in Alcohol) and CIEP (Committee of Industrial Ethanol Producers of Europe. He has chaired, or been on Steering Boards of, several Cefic groups, including the Ethyl Alcohol Group, the European Solvents Industry Group, and the Oxygenated Solvents Producers Association.

Qualiications: PhD – Chemistry, BSc (1st class) – Chemistry, Chartered Chemist, Member of Royal Society of Chemistry, Diploma in Management Studies.

About REACH

REACH is the abbreviation used for the EU regulation (REACH Chemicals Directive 1907/2006) concerning the “‘Registration, Evaluation, Authorisation and Restriction of Chemicals’. It is a massive piece of legislation that as a regulation applies automatically to all 26 EU member states as well as Norway, Iceland and Liechtenstein (but not Switzerland).  Following Brexit, the UK has implemented a replica of REACH which is being phased in over the period 2021-30.
